Prof. Gupta is an educationist with more than 35 years of experience in teaching, research, and academic administration. His key contributions to the field of education include investigating the state of education in India, shaping the concepts for measurement and evaluation in education, and promoting education for all via distance and open learning. He has published more than 30 books, more than 60 research papers, and served on several selection committees, editorial boards, conference/workshop panels, and expert committees of UGC, NCTE, DEC, etc. Prof. Gupta's work has received several awards by the central and state governments, including the Education Award by the Human Resource and Development Minister of India and the Madan Mohan Malviya Award by the Prime Minister of India.

In addition to pedagogy, Prof. Gupta has taken keen interest in the functioning of educational institutions. In fact, he considers education administrators, education providers, and education seekers as the three pillars of an educational institution. His key administrative roles includes chairing the university wide B.A. admissions committee of Allahabad University, leading the Institute of Correspondence Courses and Continuing Education, Allahabad University (with over 100 employees and 25,000 students at peak strength) as Director, setting up B.Ed. Department as well as School of Education at UPRTOU from bottom up, coordinating state wide B.Ed. admissions at UPRTOU, and performing as acting Vice Chancellor of UPRTOU for a short period.
